Bulgarian Health Ministry Offers a Three-Pillar Health Insurance Model

The Ministry of Health proposes a three-pillar model of health insurance in Bulgaria. All those who are health insured would have to pay compulsory health insurance above the current 8% of the salary or pension. When the public consultation is over, the relevant changes will be made to health laws, and from April 2019 until the end of 2019 patients will choose an insurer.

Two options are under public discussion:

  1. Above the health contribution of 8%, a mandatory one of 2% to be introduced, which the patient will make with an insurer. The cons here is that it will be difficult to motivate citizens and collect the contributions.
  2. No increase in the contribution, but everyone who is health-insured will pay compulsory hospital treatment insurance, which would be around BGN 12 per month, depending on the age, sex, and place of living of the patient.

Now existing voluntary health insurance will continue to work by covering services that go beyond the mandatory healthcare package. Proposals are currently being consulted with hospitals, insurance companies, etc. The Health Ministry announced that the final version of the changes is expected to be released on September 26.
