Bulgaria: New Excise on Smokeless Cigarettes in October

The Parliament's Budget Committee has decided that smokeless cigarettes should be taxed at 40% of the excise duty of the conventional cigarettes. The new excise is expected to enter into force in October this year.

That means BGN 233 excise per kilogram of tobacco.
The members of the committee adopted at first reading the amendments to the Excise Duties and Tax Warehouses Act. Changes should affect not only hot smokeless cigarettes but also all other potential products that contain tobacco but do not require burning for consumption.

Members from the Bulgarian socialist party commented that smoke-free heated cigarettes are less harmful than conventional cigarettes, so they have to be taxed at a lower excise duty.

Representatives of tobacco companies also shared researches done by international organizations according to which smoke-free heated cigarettes cause less damage to smoker health than conventional ones.
