Bulgarian Ministry of Interior - a Laureate of Illegal Data Access

Only for the last year, the Ministry of the Interior in Bulgaria has illegally accessed citizens data 33 times and this makes it a record-holder of illegal access to data on Internet traffic.

By law, it is still illegal for state authorities to ask for information from mobile operators and Internet service providers without a permission from the court. However, the violations are much more, but the commission itself divides them into categories, and when summed up, their number jumps to 111.

Illegal cases for requesting data include motives such as civil and administrative matters, missing a serious violation as a reason, or just a badly formed request.

Recommendations written in the report from 2016, included more effective control and introducing a unified practice for the way in which requests are made. Obviously, they are not fulfilled, as once again the same violations are found.

The problem, however, is not only in the Ministry of the Interior but also in the courts and prosecution offices, as they also lack a unified practice in granting authorizations.
