Biser Petkov: Money for People with Disabilities - in 2019

Minister of Labor and Social Policy, Biser Petkov, noted that within this financial year it is difficult to provide a resource for personal help for people with disabilities. He commented that money could be allocated for the next budget for 2019.

Biser Petkov: "The dialogue with the mothers of children with disabilities continues." The two lines of talks - the Maya Manolova's personal assistance bill, and the social services and disability laws, continue to be the driving force behind the dialogue. Regarding the financial parameters of Maya Manolova's bill, the ministry has made several justifications, with the lowest budget for an extra BGN 100 million. 

Meanwhile, a silent protest was organized in front of the National Palace of Culture in Sofia. Flyers were given at the event, comparing social policies in European countries and in Bulgaria.

The conclusion: In most European countries, there is a budget for personal assistance that parents or the disabled people can manage alone, hire an assistant and have the ability to study and work despite their disability. The parents also have the choice to hire an assistant for the hours in which they work and continue their life in a normal way.

The Minister has identified the mother's demands as ambitious but assured that the Ministry has begun to work on reforms through the preparation of the two bills. Petkov commented that the problem should be solved in general, in order to avoid new series of protest actions.
