State Aid for Rose Producers

Rose growers will receive state aid due to low purchase prices this year.

The Ministry of Agriculture, Food, and Forestry announced on Monday that they must apply for the aid from 2 to 13 of July in the regional directorates of the State Agricultural Fund.

The amount of support will depend on the number of applications submitted and therefore the MAF does not commit to how much per hectare the registered growers of roses will receive.

Producers received state aid after protests in the second half of May due to the low purchase price - below BGN 2/kg.

During the discussion on the issue in the Parliamentary Committee on Agriculture on May 22, it was stated that the producers would receive the support of BGN 0.30/kilogram roses. Ombudsman Maya Manolova asked the rose growers to be supported by about BGN 0.90/kilogram, but it was clear from the answer of the agriculture minister Rumen Porozhanov that this was impossible because then the entire de minimis budget of 15 million has to go for the rose producers.

The total amount of aid granted to a farmer or organization may not exceed the BGN equivalent of EUR 15 000 (BGN 29 337.45) over a period of three budget years (2016-2018).

For the 2017 Campaign, the registered rose producers were 1164, which processed 4070 hectares of roses, according to data from the State Fund for Agriculture. This year's campaign has not yet published official data. According to the Minister of Agriculture, the cultivated areas with roses are about 41 000 decares.
