The Auction for the Bulgarian Electronic Health System is Suspended Due to Violations

Bulgarian Health Minister Kiril Ananiev has suspended the public procurement contract for the creation of the national health information system due to violations. There is already an appeal in the CPC against the order, Mediapool reported.

The reason for the termination of the contract is that the 14-day time limit for the removal of the omissions was missed. Also, it turns out that the participants in the order have no clarity about the way the final evaluation of the technical parameters is formed, as it is not stated that the indicator "Technical assessment" is determined by two indicators. In addition, public procurement law was violated as one of the requirements was for companies to have a key expert who had additional professional qualifications in a platform for statistics and analysis.

The order for the creation of the national health information system was announced by the Ministry of Health at the end of August and is estimated at BGN 4,125,000 excluding VAT.
